To meet the demand for heavy shunting locomotives, the Deutsche Reichsbahn (DR) ordered 37 locomotives from LEW Hennigsdorf in the late 1970s. LEW had already developed this type for export. Built in three batches between 1981 and 1983, the locomotives were equipped with the proven 1,000 hp engine and a gearbox with a modified gear ratio, similar to that fitted to the first V 100 locomotives. As a result, the maximum speed was limited to 65 km/h. A ballast weight was fitted in place of the steam-heating boiler. Three locomotives were also exported to Czechoslovakia (CSSR) for operation on industrial railways.
