Class 24 was designated in the standard locomotive type catalogue as a passenger train tender locomotive of the 1' C h2 type with a 15 t axle load for service on branch lines. It was intended to be largely identical in construction to its ‘tender locomotive version', Class 64. The two-cylinder superheated steam engine delivered 920 PSi. The locomotives, with a driving wheel diameter of 1,500 mm, were approved for a maximum speed of 90 km/h, allowing flexible deployment in passenger train service, including on main lines.
