The introduction of the New Austro-Takt (NAT) in June 1991 resulted in a deficit of diesel locomotives with electric train heating for the ÖBB. In order to leave the classes 2043 and 2143 free for passenger train service, 34 locomotives of the DB class 211 were procured. These locomotives, remotorised with a Caterpillar motor, were used in shunting and freight train services at the Wels, Wien Nord, Amstetten and Krems depots.
